boss Abubakar Yar'Adua as telling a parliamentary hearing on Monday that the NNPC, with which Shell had a joint venture partnership, was not consulted before Shell went ahead with the exercise.&lt;/div&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt; "There are issues involved and must be resolved before anything," Yar'Adua said, but added that the NNPC appreciated the challenges facing Shell with production cut because of unrest in the &lt;span style="border-bottom: 1px dashed rgb(0, 102, 204); cursor: pointer;" class="yshortcuts" id="lw_1202815153_1"&gt;Niger Delta&lt;/span&gt;.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt; Shell director Mutiu Sunmonu told the hearing the restructuring would have saved the company some 200 million dollars if allowed to go through, according to the NNPC officials.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt; He said Shell took the decision to ensure "the future and survival of its business operations" in the oil-rich west African country.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt; He said a combination of factors, including the unrest in the Niger Delta, had led to a cut in Shell's daily production in recent months.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt;  Shell is &lt;span style="border-bottom: 1px dashed rgb(0, 102, 204); cursor: pointer;" class="yshortcuts" id="lw_1202815153_2"&gt;Nigeria&lt;/span&gt;'s largest operator, accounting for around half of the country's daily output of 2.6 million barrels at peak production, but the unrest in the restive Niger Delta has reduced the firm's production by some 500,000 bpd.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt; The company had said in a statement last November it was restructuring its Nigerian operation to promote efficiency, productivity and cut costs.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; Africa and &lt;span style="border-bottom: 1px dashed rgb(0, 102, 204); cursor: pointer;" class="yshortcuts" id="lw_1202815153_4"&gt;Shell Nigeria&lt;/span&gt; Exploration and Production Company had been merged into one.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt;  "The One Shell project seeks to eliminate duplication of the activities of its subsidiaries," Shell said.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt; Managing director Basil Omiyi said apart from the support services that would be shared among the three subsidiaries, there would be one umbrella organisation for production, development and projects.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;p style="text-align: justify;"&gt; "We are operating in an extremely difficult environment where levels of production have been severely curtailed by the security situation for some time," he said.&lt;/p&gt;&lt;div style="text-align: justify;"&gt; &lt;/div&gt;&lt;div align="justify"&gt;Tuoyo UkusanrenLagos&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The Federal Commissioner representing Imo at the Federal Character Commission, Mr Meziem Echefu, has lashed out at some employers of labour for flouting the commission's guidelines on recruitment.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Echefu told newsmen in Owerri that some employers had been recruiting workers without following laid down rules, saying many of them do not even advertise vacant positions to be filled.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He also said the defaulting employers often refused to furnish the commission with necessary details of what they do "for proper guidance".&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;"The commission's principles stipulate that there must be advertisement for vacancies to be filled in two major national dailies six weeks before interviews are held," Echefu said.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Echefu lamented that most employers of labour had continued to sweep such a vital issue under the carpet, thereby giving room for lopsided appointments and favouritism.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He said to check such abuses, the commission had embarked on an aggressive public enlightenment programme to acquaint people, especially employers, about its duties and powers.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;According to him, the commission is also taking necessary steps to strengthen its legal department for quick prosecution of erring employers.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Echefu, who commended some state governors for their cooperation with the commission, however, frowned at some state agencies for "flagrantly contravening" the principles of federal character.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He said the long arms of the law would soon catch up with such employers.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The commissioner lamented that though pamphlets were distributed to the state agencies through the commission's state co-ordinators, they "hardly obey the rules of the commission".&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He commended the authorities of the Federal Polytechnic, Nekede, Owerri, for strictly observing the principles of federal character in its staff employment.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He noted that the polytechnic had been placing advertisements on vacant positions, adding that it had also been inviting the commission's officials to observe their job interviews.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;"In Imo, for instance, we ensure that the 75 per cent catchments allocation for prospective employees, is represented in the 27 Local Government Areas," Echefu said.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He also decried the attitude of some local government authorities in Imo, who, he said, flouted the commission's regulations with impunity.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He said many of them refused to forward their nominal rolls and other necessary documents on time to the commission.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;He warned that henceforth, such erring councils would be dealt with according to the law.&lt;/div&gt;&lt;div align="justify"&gt; What can save this country from bloodshed election 2007? Nigeria politicians are prepared for war, which is verified to the fact that “two rams want to drink from a pot” at a time.&lt;/p&gt;&lt;p&gt;The North are saying that they are born to rule, and the South says that what is good for the goose, is also good for the gander”. That they also can rule this country. Then what can we do to prevent this country from war, because the South was rumored to have imported sophisticated weapons.&lt;/p&gt;&lt;p&gt;There are three major types of government and one can prevent this country from war, they are unitary system of government, Federal system of government, and confederal system of government. As of now Nigeria is practicing Federal system of government in which the president is the executive head of the country and head of state, Furthermore, federal system of government could be defined as one in which all government power that exist in the country is shared between the Central government and the component regions. The north and south are fighting to this presidential office thus federal system of government may lead this country to internal war, if care is not taking.&lt;/p&gt;&lt;p&gt;The military brought unity to Nigeria country by using unitary system of government, The word Unitary is define as one in which all governmental powers are concentrated in the hands of a single authority or central government, this single authority does not share governmental powers, with any other body, but delegate power to other subordinate bodies, this type of government is usually used by military system of government.&lt;/p&gt;&lt;p&gt;Both Federal and Military system of government is not suitable for Nigeria as of what we are experiencing now, if that should be the case the third form of government should be taking into consideration, Therefore the best suitable form of government that can give this country a political stability and that can ensure faster development is CONFEDERAL SYSTEM OF GOVERNMENT which can be defined as a one in which there is loose political arrangement in which autonomous, on sovereign, or republic state comes together to form a union in which almost the major functions are reserved exclusively for the component regions with a weak centre. The central government gets its moral and financial and human support from the components regions. The United State of America as practice this form of government between year 1783 to 1789.&lt;/p&gt;&lt;p&gt;Confederal System is not common in these day, but it exist when geo political zone is fitting for a political office, Confederal system of government is the best system of government that Nigeria can adopt from the year 2007, perhaps let every each region go back to his/her state and specialized on their exclusive power list. The features of confederal system of government are that she has a weak centre, flexible constitution and right to secede which means each component regions can withdraw from their membership.&lt;/p&gt;&lt;p&gt;In federal system of government independency of the Judiciary is one of the feature of the Federal System of Government but Nigeria denied it, as a result it cost us nothing to deny right to secede.&lt;/p&gt;&lt;p&gt;If the Centre is weak there will not be a region that would be fighting for presidential office again because it will just be like a councillorship office which will not bring along violence or political crises.&lt;/p&gt;&lt;p&gt;Written and rigid constitution is one of the features of Nigeria Federal system of government which has been violated and said do be unwritten and flexible constitution, which means Nigeria has indirectly adopted a confederal system of government. For example Nigeria written and rigid constitution does not go along with the impeachment of Governor Ladoja of Oyo State because the Constitution states that before a political office holder can be impeached two third majority of the house must support this procedure, Ladoja was impeached despite the fact that they were not up to the required No, hence is it true that we are practising Federal System of Government?&lt;/p&gt;&lt;p&gt;Moreover, Nigeria adopt federalism because of the following reasons:-&lt;/p&gt;&lt;p&gt;- Tribal differences&lt;br /&gt; - Fear of domination&lt;br /&gt; - Fear of Inter ethnic rivalry&lt;br /&gt; - An even development for security reason&lt;br /&gt; - Desire for Union&lt;/p&gt;&lt;p&gt;but all this aim is nullified by Nigeria politicians since all this aims is render nullified why can’t we adopt a confederal system of government that will favour each and everyone of us.&lt;/p&gt;&lt;p&gt;Furthermore, Nigeria adopt Federal system of government so as to create more employment opportunities, 60 percent of Nigerian graduates are unemployed due to political unstability. Nigeria citizen in and DIASPORA are looking for Job as a result Nigeria is witnessing NEOCOLONIALISM. There are communal clashes, virtually, everyday and in everywhere in Nigeria; town A will wake up in the morning and start battling with town B for a small piece of land on the account that their forefathers that they were not even born before they died told them that the piece of land belongs to them. And before you will know it there would be loss of lives and property.&lt;/p&gt;&lt;p&gt;There is unemployment in Nigeria. Young school leavers are all over the place searching for employment that doesn’t even exist. Well, it is so because Nigerians don’t go to school to be empowered but to be employed. Nigerians don’t go to school to have knowledge but to become gainfully employed at the end of the day.&lt;/p&gt;&lt;p&gt;The health care system is very bad. You may be surprised to hear from a medical doctor that there are no drugs in the hospital. The medical attention given to hospital patients is nothing to write home about not necessarily because the medical personnel are not well trained but because there are inadequate medical equipment to take of the sick people. Consequently, people die of minor health problems in the hospital.&lt;/p&gt;&lt;p&gt;Worst of all, about 70 per cent of Nigerians are living below poverty level. Nigeria can boast of all the natural resources given to man by nature yet it seems or is even clear that the country is counted as one of the underdeveloped countries of the world for reasons best known to the government and the governed.&lt;/p&gt;&lt;p&gt;Nigeria has not joined the company or the group of developed nations of the world due to the following reasons. In the first instance, political tension has been the order of the day in the country said to flowing with milk and honey but the citizens have never seen the milk and honey anywhere. The state of governance in the country has been nothing to write home about.&lt;/p&gt;&lt;p&gt;There is bad administration in almost every sector of the national economy. It might interest one to note that the country is not short of the intellects that have the ability or all it takes to take the nation to greater height but the problem is that the elites in the country are seemingly not ready or patriotic enough to give what they have or to sacrifice their knowledge for the overall interest of the citizens or masses at large. Worse still, there are many square pegs in round holes in various departments in the seat of governance.&lt;/p&gt;&lt;p&gt;People at the helm of affairs seem not to appreciate the importance of their positions. There is no sense of responsibility and accountability. There is no sense of leadership. The government sometimes maps out wonderful and laudable programmes but the implementation has always been the problem.&lt;/p&gt;&lt;p&gt;The citizens don’t even help matters because they believe that they have lost confidence in the leaders. Some of the citizens especially the youths always find faults in all efforts by the government to better the lot of the people.
